Azerbaijani Leadership Network Expands, Signaling Deeper Ties with Russian Political Figures

A high-severity anomaly indicates the emergence of five previously unseen co-actors connecting to the established network of Azerbaijani leadership figures, including Heydar Aliyev and President Ilham Aliyev. The recognition of Yury Luzhkov by President Aliyev reinforces the narrative of expanded engagement, particularly with Russian political figures. This suggests a deepening of strategic ties or a consolidation of Azerbaijani influence within new or previously peripheral circles.
